I'd use diacritics. So, somethign like Tárnerdàzh, where the lack of a diacritic indicates level tone. Alternately, you could have something like ä for level. As long as you're not using diacritics to differentiate between different vowels, or have an aversion to diacritics, that's probably best.

That's certainly the way I'd romanize it. Italian, with a few exceptions, pretty much only uses {h} in digraphs. In fact, I personally think it works better if you use a letter that's not used by itself, as you have no danger of ambiguity between th = /T/ and th = /th/ (as in English "bathouse"). -- "There's no such thing as 'cool'.
