Hm, may I suggest that C5 is reinterpreted as "very detailed and develpo" or
similar? My conculture will never get "perfect and complete" for the very
good reason that I haven't inifinite free time on my hands. Developping an
entire galactic civilization is quite a task I can tell you! And so, to a
lesser but still unsurmountable degree, is creating a "full" fantasy or
alt-history world. It's really only the people doing so little forgotten
imaginary corner of the primary world that's even got a chance to get close
to C5 if defined as "perfect and complete".
