It's a great read for conculturists amongst us. Some kind of
transdimensional criminal gives "19th century" technology to ancient
Romans, most notably a fairly practical steam engine and bicycles
(almost all of which were destroyed in some Emperor's spectacle - I
think bicyculated pygmies hunting ostriches or similar), which of
course severely distorts and infects the continuum. The Romans have
several provinces in North America, etc.

The story eventually gets around to a confrontation between this time
criminal and these aliens' version of the Temporal Affairs bureau.

Oh, conlang related: all sorts of New Latin words are introduced, such
as scientifictio, which apparently is some kind of outlandish tale
based on improbable science, set in an alternate reality; and
quoiotulus, a kind of wild dog.
