Just to clarify: the Real Academia Española decided, in her wisdom, to forget the rule that "ch" and "ll" are single letters, so new dictionaries will use the expected order ("ch" as "c" + "h", not as a different letter, etc.). The same goes for "rr", though I believe dictionaries have always treated it as two letters for sorting purposes. We do have those digraphs in the alphabet taught to children, though ("a be ce CE-HACHE [or CHE] de e efe ge hache i jota ka ele ELLE eme ene eñe o pe cu ere ERRE ese te u ve doble-ve i-griega [or YE] zeta"). "Qu" has never been taken as a letter on its own right; Scrabble tiles are supposed to be easy to use but need not be correct. :) I think the RAE has specific rules about capitalizing which forbid using capitalized digraphs, and I've never seen anyone writing those (not even children).
