Well, there's no restriction on the use of "np" for "no problem" in my 
speech - anywhere I can say the one, I can say the other. I don't say "no 
problem" very often, however. I say "you're welcome" (or "yuhvelcome") when 
I mean "you're welcome"; when I mean "not a problem/don't worry about it", I 
say "no worries" or "'sall good" or, well, "don't worry about it". :)
