That's fairly normal for the larger Florida counties.
When I graduated high school (Vivian Gaither Senior High, a bit
north of Tampa city limits) in 1989, the graduating class was 500, the
junior class was about 1000, and the freshman class was 2000. The difference
in class size was partially dropout rate, and partly residential growth. The
next year, the student body was just short of 4000, and has been rising ever
since. I think in 96, a new high school was opened which took a lot of
students from Gaither, but Gaither also re-introduced 9th grade (before only
present it's first two years, I was in the second class to go there four
years). Their class size didn't drop much since 9th grade was added.
Anyway, Gaither was larger than most other high schools in the area,
but not by much.
