It's basically like French: the decay of endings meant that pro-drop became impossibly ambiguous, and the fact that subject pronouns were cliticized (unlike in English) caused them to become universal even in the third person. There are varieties of English that do the same: "My sister she works at the store", e.g., which is conventionally written with a comma after "sister", as if it were a case of apposition, but is spoken with no trace of pause. -- I am expressing my opinion.
