Yeah. It is a sorta mix of arabic letterforms with Tengwar diacritics and vowel indicating rules. The dots above indicate the vowels and the ones below are just separating one consonant from another. (There are only 11 letter forms and around 44 consonants or if I also cont the ones which only occur in foreign words, I get 47.)

Well I got all the blue letters. Perhaps you should reload it without using the browser cache.
