That's normally the case. Västkustskt is special also in that if it obeyed all the normal fast-speech rules of cluster simplification it would end up identical to västkust "west coast", so in the end only the rule deleting a /t/ between two /s/s applies, the /k/ being anomalously preserved to maintain the distinction to the basic noun.
