Maybe we need to change our definition of what is technology.
To me it is the ability to use tools to expand beyond what you
naturally can do..
Instead of using fingers, you pick up a stick is technology.
Of course the definition of sentiency helps as well.

Well, of course. I never said civilization COULDN'T exist
without fire,
only technological civilization. Altho, since some definitions
of
civilization include technology, those definitions would exclude
fireless peoples.
