It's usually the same here, too.  You'll sometimes get subtitles, but
voiceover is more common.  Like, on the History Channel, they'll almost
always use subtitles with historical footage (say, of a speech by
Hitler), but a translator speaking for more recent interviews (say, of a
former German soldier who fought in WW2)
