Making fonts from scratch is a lot of work. I use Scanfont, also
by Pyrus, which let you draw the glyphs on paper, scan them and
generate outlines. I have had it for years, and I've used it less
that I would have liked because it's a Windows app. Still, I seem to
remember that they planned a Mac release.
There are now starting to become available some open source Truetype or
Postscript font editors, although they are all extremely buggy, can't
handle large fonts and are idiosyncratic in every way. But you could
try those, if you install LinuxPPC and compile them from scratch...
