The Babel text is part of the Bible, and as such much too old for any copyright law ;))) (I mean, we don't even know who the authors - by that I mean the first ones who wrote the story down - are). So you may translate it without asking for permission. I know that the modern bibles are under copyright, but I doubt anyone could or would sue you for taking this particular story. You can always say you took the text from one of the many places of the Internet where it can be found and where it's there without copyright.
