It's an emphatic modifier ("I do clean my room!") in statements.
Presumably, people began using it with questions so much that it is also
an interrogative marker. [/unbased linguistic assumption] Of course, you
don't need more than one interrogative marker per question, so the
question words like "what" and "how" obviate all others.
It's all foma, lies.
