Not quite so. Latin expands all the time: from mideval times to
modern times Latin expands its vocabulary. New words are coined or
derived (often from Greek) for science (especially), religion and
philosophy. In that sense, it's changing, even if it is not a
spoken "living language."
Now, there's also the school of thought that sees modern Romance
languages as "Modern Latin" and "Living Latin" - and I don't have to
stretch my imagination to see their point.
