I~ is in the regular Latin Extended-A block for some reason, while e~ is in
the Vietnamese part of the Latin Extended Additional block. Newer Windows
system fonts support the Vietnamese characters, but some older ones don't.
Thryomanes (ftp://ftp.io.com/pub/usr/hmiller/fonts/Thryomanes11.zip), a
free TrueType font for Windows, includes all the Latin characters found in
Unicode version 3.0.
