The original establishment of Standard Time in the US, outside
railroad use, was in 1918, and that provision included Daylight Saving
Time, but the DST component was repealed in 1919.  It came back in
1942 and was repealed again after the war ended in 1945.  (Three-year
wars.  Those were the days...)

Daylight Saving Time wasn't reinstituted officially at the Federal
level until 1966, but many states observed it in some fashion anyway.
You'd have to look up what South Dakota was doing at the time you were
born... in the Eastern half of the state, apparently.

The 5 or 6 hour difference is admittedly not much to worry about, but
you should probably pick a correspondence to UTC/GMT and stick with it
to make future conversions easier...
