Have you tried Graphite / WorldPad? http://scripts.sil.org/cms/scripts/page.php?site_id=nrsi&cat_id=RenderingGraphite http://scripts.sil.org/cms/scripts/page.php?site_id=nrsi&item_id=WorldPadDownload It's good for stacking diacritics, and you can even replace a number of diacritics with a ligature (as is required in the Niskloz writing system).
