Perl runs on Windows ME. You can download perl from http://www.cpan.org/ ,
among other places.
Perl itself can help you with vocabulary generation, if you are a programmer
and are willing to write a program for it. If you are not, there are
vast multitudes of programs written for perl that are designed with non-
programmers in mind. I, for one, have written one, and would be happy to
send it to you. :) I'm sure there are others out there, too.
It's a little more work than just finding a specific program, but based on
the vast number of perl scripts out there for linguistics and conlanging,
I think perl is valuable in any conlanger's toolbox.
