First, dumb question: if Outlook works and hotmail doesn't, why not
just always use Outlook?
Second, observation: if you can browse the web, you can, if you wish,
get any sort of webmail account you like - GMail, Yahoo!, etc - and
use it instead of MSN. I'm not saying you should give up on MSN, just
that you're not in any technical sense stuck with them.
Third: a good rule of thumb is to try a different browser whenever you
run into problems with a web page. If you access hotmail.com with
Firefox instead of Internet Explorer, do you still have the encoding
issue? I'm guessing "yes", because I imagine the problem is on their
end, not yours.
I deduce this from the fact that it works in Outlook, which is
probably accessing your email over the Post Office Protocol instead of
HTTP; I would expect any HTTP client to have the same behavior as far
as text encoding. But I could be wrong.
That brings up another point. POP is a standard protocol, so you
could also install a different dedicated email program (e.g.
Thunderbird, Eudora) if for some reason you're not happy with Outlook
Express.
