I think you ought to just push forward with an initial set of
primitives, like you said originally. Let them be outside of
categories, at least for now... or maybe let them be the category
headers (even if some of them don't really seem very category-like).
Organise the derived words in some way, perhaps by their primitives.

Push it forward. See what happens. Then adjust.
