I can't see how a language that uses a syllabary would be difficult to
represent with a phonemic alphabet. It might not be the most efficient
way of writing it, but it shouldn't be hard.
Tonal languages, on the other hand, are probably impossible to write in
Tengwar without inventing a lot of new symbols.
