"Sioux" is a name applied by the [LDN]ak(h)ota by their enemies,
and adopted by the Americans. It's the French version of part
of an Ojibwa/Chippewa word meaning "snake/enemy", now obsolete.
As for "German", who knows where it comes from? The other names
for Germans are either tribal names (variants of "Saxon" or "Allemann")
or variants of the German self-name "Deutsch".
