A definite no. Only ascii can claim to have full unicode compatibility
without some intelligent conversion proggie working in the background.
Incidentally, a good unicode text editor can be had at:
http://www.sharmahd.com/unipad
Windows only, and currently no support for Chinese, Japanese, Korean, many
other very obscure sets, and no intelligent bidirectional support. But it
will handle anything in European alphabets, and a good many others. Worth a
look, and it is a small download.
