I actually listen to foreign-language web radio at work (It's nice to work at a place with fast connections :)) My favs are from Finland (www.yle.fl), and Iceland (www.ruv.is) which are both almost purely talk--lots of language there! I also listen to Classical music broadcasts from Norway (www.nrk.no/altidklassisk), the Netherlands (portal.omroep.nl), and Germany (www.ndrkultur.de), and if I'm feeling really adventurous I look for stations at TVRadioWorld (www.tvradioworld.com).
