What about "The International Bulletin of Language Construction"?  (Or
maybe make it Journal, or something, as I'm not sure "Bulletin" looks
correct there, somehow).  I think that's the best way of showing that
"International" refers to "Bulletin" rather than "Language" or indeed
"Construction" (it wouldn't be so bad for it to refer to
"Construction", but there is no way to do this in English.  I suppose
you could title it in lojban, there'd be no problem there ;)).
