I think so, generally. Especially at the beginning of words, where
there's no constrast between 'alef+vowel...' and just plain 'vowel...'
like there is in Arabic. I think in the middle of words, Ashkenazim
generally ignore it and Sefardim/Mizrahhim i think enunciate it.
