My mistake. You're right, [v] is written in katakana with the sign for 'u'
with the two-stroke "voicing" sign, followed by a small version of the
katakana for the vowel following it. As for my explanation, I was thinking
of seeraa vi, 'Sailor V' at the moment I was writing the explanation.

For those who wonder, 'Sailor V' is the story that preceeded Sailor Moon
(in the timeline of Sailor Moon, as Naoko Takeuchi wrote them at the same
time in fact).
