If you can't pronounce nasal /i/ and /u/, can you do nasal /E/ and /O/?
If yes, then you could have a lowering system whereby:
/i/ + /~/ = [e~]
/e/ + /~/ = [E~]
/a/ + /~/ = [a~]
/o/ + /~/ = [O~]
/u/ + /~/ = [o~]
