Who's that guy in Serbia who made a .kbd layout file editor, and does it
work for Windows XP too? I don't think it's free however.

There needs to be a Russian-International layout too, for Ukrainian, Kazakh,
Circassian and the two hundred or so other languages in the former USSR. And
an Arabic-International would be nice.
