No.  ['p_hi:dmAnt] with a capital P in this context refers specifically to
western Virginia, North and South Carolina, at the foot of the Appalachian
Mts.  The Appalachians continue on into Georgia and Alabama, but I don't
think they refer to a "Piedmont" there, though geographers may use it as a
technical term.......
