Yes, it is true, the directional/locative focus indicates the thing/person *where* the action took place, not *from* where the action originated. So, since ablative indicates from or when, then ablative is not the word to describe it. Focused nouns where the verb is using the directional/locative take the trigger, rather than the preposition "sa".
