TECH: Help! How to use cp1252 in Windows 98!

Well, again the Subject line says it all: I want to be able to use the
cp1252 which contains z-caron/z-haczek/z-wedge in Windows 98. The usual
cp1254 lacks that letter, replacing it with a .notdef while keeping
z-haczek for some inxplicaple (Micro$oft!) reason.
BTW can someone recomend a free text editor somewhat more intelligent than
the textpad? I'm getting tired of floppy-dragging everything back and
forth between the Mac and Windows machines...
