A mora is a language-specific unit of syllable time. In Japanese, for example,
every _kana_ represented one mora.
In most languages, I think, onset consonants are not moraic, a short vowel is
one mora, a long vowel is two moras, and coda consonants are moraic.
Others can explain it better than I can.
