There is oracle9i but I can´t really help you with the program itself.
It works with XP (not sure if it works with any other SO).
I've never worked with it but I know it is possible to create your own
language pack (including time and number specifications), and I still have
the instalation files I downloaded back in 2006. Probably there's a new
version now.
