I'm sort of befuddled as I try to remember. Local calls are 7,
non-local calls (which I guess means exchanges outside a certain
radius) are 1 + 7 digits. Long-distance is 10. It seems to me when
I've vacillated between 7-8 or 8-10, I haven't been penalized for
overdialing, but definitely berated for underdialing (boo, daw,
fweep! We're sorry, we cannot complete your call as dialed, you need
to add...).
