This is the kind of thing that varies from state to state, as most
social codes do. Generally, the law is aimed at underage drunk-driving,
and is designed to have one more charge to level against such drunk-drivers.
In Texas, it is also illegal to have an open can of alcohol in a car
while driving, underage or not.
