Probably diplomatic staff. We've friends whose cars
have been to Russia, Philippines, Thailand, Turkey and
Japan.

Or people on extended driving holidays. While I don't
understand it at all, there are a number of Americans
who actually do nothing but drive all over the place
for their holidays, usually across country.
