I'd say that "breathy voiced" vowels would probably meet your description
of "aspirated vowels" very well. I started briefly on an orthography &
phonology (and some naive phonotactics) for a language with phonemic
breathy voice, but the details have been lost in the mists of time,
unfortunately.
I can't describe the sound of breathy voicing very well, only to say that
they sound "even more voiced" than ordinary vowels, and that they
accidentally cause aspiration and a small amount of voicing in preceeding
consonants when I pronounce them.
