Well, if Rihana-ye <lh> is the lateral voiceless fricative spelled <ll> in Welsh, and <tl> is the corresponding affricate also spelled <tl> in Aztec transcription (e.g. <tetl> "egg") and spelled <tlh> in Klingon, then they ARE on the chart, at least the version linked from conlanglinks.tk. Look on the sixth row of the Pulmonic Consonants chart, "Lateral Fricative", in the Dental/Alveolar/Postalveolar column. The IPA is /ɬ/ for the fricative and /t⁀ɬ/ for the fricative; the X-SAMPA equivalents are /K/ and /t_K/. -Mark
