It all depends on the individual. Some people use computers a lot,
others not at all, except, at most, to record what they create. I
personally use computers mostly just for recording.

Again, that depends on the individual. I have to start with a phonetic
system before I make the lexicon, but the phonetic system is fluid in
the early stages.
Generally, I start out with a vague idea of where I want to go. I start
out designing a provisional phonology, then I make up a few words and
some inflections, then some vague idea of syntax. Then, after that,
it's all refining. :-)
