|ú| appears to encode /ju/, as witness the spelling |fú|.

Otherwise, it would seem a natural choice, yes.

(I presume that |á|, for general vowel values of "a", represents "the
sound that is the same as the name of that letter", hence /ju/ for |ú|
since that's the name of the letter "u".)
