Look like the same situation as in France, except that in France they would continue speaking French *even* if the person doesn't understand French at all, because they hardly know any other language :)) (and also because they don't think other languages are worth speaking at all - except English, but then there's the "French exception" that comes: English is all right for communication, except in one place: France :)) -).
