Easy. English [S] is palatoalveolar,
Japanese [s\] is alveopalatal,
German [C] is dorsomediopalatal.
So the Japanese sound (found also i.a.
in Swedish and Polish) falls between
the English and German sounds both
articulatorily and acoustically.
IIANM Japanese has [C] as well in
_hi_ or _hya_. OTOH Swedes happily
use [s\] for [C] when speaking German.
Don't know about the French sound.
