For the record, I think this is a silly policy.
I agree that HTML-only messages, or messages that can only be
understood in their HTML form, are clearly bad; there is a difference
between web pages and email messages, and I feel that increasingly
blurry line needs to be maintained.
But multipart/alternative messages with a meaningful text/plain
alternate should be perfectly acceptable. Any text-only mail reader
that can't identify and render the plain text version of such a
message should be scrapped. MIME has been around for 15 years, and
people who are unable or unwilling to use modern mail reading software
shouldn't keep the rest of us from taking advantage of the software
advances of the last millennium.
