GOUPLANG: prefix created

Since the new group langauge project seems to be taking up a lot of
bandwidth right now, I have created a new topic GROUPLANG, to allow
non-participants to filter the mail if they wish.

You can get information on using topics to filter mail from the signup
message I sent on subscription, or the listserv help.

You can get listserv help by sending mail to listserv@brownvm.brown.edu
that contains the lines:

get info refcard
end

Future messages on the GROUPLANG topic should contain a subject line
starting with the prefix GROUPLANG:

listserv handles the problems with RE: in subjects already, so you need not
worry about that.
