Very little, unfortunately.  That's why that paranoid-delusional man was
able to shoot those people a while back on Capitol Hill.  A great many
people who should be in some sort of institution, for their own good and
the good of others, are forced to fend for themselves.  The lucky have
someone to take care of them, or are just lucid enough to have some kind
of job.  The unlucky are relegated to the streets.
