I'd still consider it a rhyme. At least a half rhyme (I believe that
was the technical term). So long as the final consonants are the
same, you have a fairly decent rhyme; if the vowel prceeding is the
same, so much the better.
Thus, hat rhymes with cat; quit half rhymes and rutabega not at all.
These are not in any way Official Rules of Rhyming; but that's how
I've figured them to work.
