Hello, Yitzik. Here is what we have done with Elomi: any of the
"learners" are also contributors, so if any of us need a word that
does not exist, we create it and note that we have done so in the
Yahoo discussion group. We try to follow the rules for grammatical
class, etc., but try not to get into big discussions over whether it
is the absolute best word. We just move forward. Sometimes words end
up with synonyms. Sometimes words become obsolete, superseded by other
words. We see this as rapid evolution.

I'll bet that if you coined words that fit the phonology and
morphology reasonably well -- maybe even inventing etymologies for
them -- they would be well-received by the community of Quenya
enthusiasts, since evidently there is no central authority on Quenya
development.

The short answer: if you need a word and can't readily find it in the
established corpus, invent it and publicise it!
