Not sure, but I think already in pre-imperial times.
An alternative way is to re-introduce /h/ thru an *s > /h/ sound change, in
which case a definite article with initial /h/ could derive from _ipse_:
this actually became _isse_ in Romance, and if _ille_ could be shortened to
_le_, _illa_ to _la_, then why not _isse_ > _se_ > _he_, _issa_ > _sa_ > _ha_.
An s > h change might be a good idea since you IIRC have a VtV > VsV change.
And thanks for informing me about the existence of postposed definite
articles outside the Scandinavian and Balkan areas!
